Mr. V.S.Palsule was Born in September 1954. He obtained his bachelor’s degree in Electronics Engineering from Maulana Azad College of Technology (MACT) Bhopal M.P. in 1975. He did his M.E. in 1979 with specialization in Spread Spectrum Code Synchronization Techniques from Jabalpur Engineering College M.P. in 1979.
He joined SAC ISRO Ahmedabad in 1979. He was responsible for developing various spread spectrum systems, first of its kind in India, under Apple Utilization Project. The major among these were
(A) 2 MB SSMA Voice communication using CVSD-ADM.
(B) 2 MB Small Communication Terminal (SCOT) using FM-SSMA
(C) SSMA Two way satellite ranging systems.
He was responsible for the hardware development and realization of Very low bit rate Costa’s Loop PSK demodulator and Viderbi rate 1 / 2 FEC decoders. He was involved in developing Frequency Hopping SSMA (FH-SSMA) voice communication system using 2.4 KBPS VOCODERS.
As a Project engineer he has worked on various defense projects to provide secured and anti-jamming systems for voice and data communication. He was instrumental in designing and developing “GPS Receiver” using all discreet components to achieve 100 meters positional accuracy in 1992.
He was Project Director for GAP-3 (i.e.Gsat-3 Applications Project) pilot phase. Presently as Associate Project Director EDUSAT utilization , he is assigned with the prime responsibility for providing configurations for all EDUSAT networks in the country and to develop new and state of art low cast multi media distance education networks using DVS-RCS technology.
Presently he is heading an Advanced Communication Technology Division at SAC and working in the field of Geo-Mobile communication , Multi-media distance education systems , Encryption , Navigational receivers (GNSS) and Power - bandwidth Efficient higher order modulation techniques. He is also assigned with the responsibility of developing all critical technologies of ground and payload for IRNSS as an APD IRNSS.
He has published number of papers in national and international journals.
He is President of SAC Sports Council and Chairman SAC Cultural forum since 1996. He is also an executive council member of Space Sports & Recreation Promotion Board (SSRPB).
